Barbara Brenner, Lauren D. Layne, Mia S. Brown, and Celia Mata
Barbara A. Brenner is a partner at Churchwell White LLP with over twenty-five years of experience in the areas of natural resources, environmental, land use, energy, and municipal law. She advises public and private clients in permitting, regulatory compliance, transactional and litigation matters involving water resources, water quality and eminent domain.
Lauren D. Layne is an associate attorney with Baker Manock & Jensen, PC. Her law practice includes various business transactional matters in the areas of flood control and irrigation districts, public agencies, agribusiness, real estate, and the practice of general water and environmental law, including CEQA and NEPA compliance.
Celia Mata is a lobbyist with over sixteen years of experience with the California Legislature. Before joining Churchwell White LLP, Celia held a variety of positons with the Assembly Democrat Leadership and Democrat Moderate Caucus Chairs, where she worked on issues involving education, consumer affairs, agriculture, transportation, environmental and public safety.
