Hoon Chun Bio

Hoon Chun has been a prosecutor with the Los Angeles County District Attorney’s Office for twenty-eight years, most recently as Head Deputy of the Consumer Protection Division.  The Consumer Protection Division files a variety of civil enforcement actions with a set of common themes and goals:  protecting the California consumer and ensuring that all businesses follow the rules so that no business that follows the rules feels at a competitive disadvantage to those businesses that fail to do so.  As Head Deputy, Mr. Chun has drafted the OSHA prosecution manual for the Los Angeles County District Attorney’s Office and, in addition to handling supervisory and administrative duties, Mr. Chun still prosecutes through trial selected enforcement actions.

Prior to coming to the Consumer Protection Division, Mr. Chun spent 14 years as an active trial prosecutor with the Hardcore Gang Unit, trying gang homicide cases, and with the Major Crimes Division, trying high profile murder cases.  Mr. Chun has tried 59 felony jury trials, including 42 murder trials, to verdict. 

Significant cases handled by Mr. Chun include People v Bumble Bee Foods (criminal prosecution of food manufacturer for workplace safety violations that caused an employee to become trapped and killed in an industrial oven, resulting in $6 million of fines and restitution);  People v. Uber (civil enforcement action against Uber, resulting in $25 million of civil penalties); People v. Time Warner (civil enforcement action against internet service provider for false advertisement of broadband speeds, resulting in $18.8 million of penalties and restitution); People v. iQor et al (civil enforcement action against abusive debt collector, resulting in $9 million of fines and restitution);  People v. Wells Fargo (civil enforcement action against bank for illegal call recording activities, resulting in $8.5 million of fines and restitution);  People v. Apple, Inc. (civil enforcement action against Apple for failing to disclose that its software updates slowed down operating systems of certain iPhones, resulting in $24.6 million of penalties).

People v. Mercado, BA 109494 (defendant convicted of 8 murders and sentenced to multiple life terms);  People v. McGhee, BA 244114 (gang leader convicted of multiple murders and sentenced to death); People v. Cruz, BA 280843 (gang member convicted of robbing and shooting to death USC college student); People v. Ragsdale, BA 337915 (defendant convicted – based on DNA evidence – of kidnapping couple from drive-in movie theatre and raping and murdering the female victim).

Mr. Chun also currently serves as member of the Los Angeles County Bar Association’s Judicial Elections Evaluation Committee, which interviews and evaluates all candidates who run for election to become a superior court judge in Los Angeles County. 

Prior to becoming a prosecutor, Mr. Chun was a senior litigation associate with the law firm of Kaye, Scholer, Fierman, Hays & Handler.   Mr. Chun graduated with a bachelor’s degree from Harvard College and a juris doctorate from the University of Virginia.
