EAMS—2008 to 2014

THE HON. MARK FUDEM

Oakland, California

Almost six years ago the Division of Workers’ Compensation relied mostly on paper files. Then, in August 2008, the Electronic Adjudication Management System (EAMS) became operational.

EAMS had lofty goals. The stated purpose was to better serve injured workers and employers. To achieve that goal, a computer system was designed to simplify and improve the DWC case management process to resolve claims more efficiently, improve the ability to schedule and manage court calendars, and allow files to be shared among multiple users. The system transformed paper files into secure electronic files, reducing the need for physical storage space at local DWC offices and the State Records Center.
