California Tax Lawyer

The California Tax Lawyer is an annual magazine designed to keep tax lawyers and other tax professionals apprised of the latest developments in the field, as well as up-to-date on the activities of the Taxation Section.

CTL ARTICLE SUBMISSION GUIDELINES

1. PROPOSAL

Anyone wishing to be considered for publication in the 2025 California Tax Lawyer will be required to submit a written (topic) proposal, approximately 2-3 pages in length.

Each proposal must include the following:

    • The title of the proposed article and estimated length (word count).
    • An outline of the substance of the proposed topic with appropriate detail of the subject to be covered.
    • A discussion of the purpose of the proposed topic, whether it be informational or proposal for change in law.
      • Informational articles must include a brief overview of the substantive information the author intends to cover. For example, pending and new legislation, regulatory changes, case law, or administrative guidance.
      • Proposals for a change in law must include a “Problems Addressed” section identifying the problems addressed by the proposal; and a “Merits of the Proposal” section, noting the proposal’s advantages and disadvantages for various categories of taxpayers or transactions.
    • The names of two suggested reviewers. Be sure these reviewers are confirmed and able to meet the quick turnaround time (schedule is forthcoming) prior to topic/outline submission. It is preferred that reviewers be senior to the author in the same practice, where appropriate, and/or that a reviewer be from a different practice (in other words, a member of one of the tax agencies could be a reviewer for a private practice author or vice versa).
    • A statement as to whether the author presently or previously has had a matter involving the issue pending before any state or local tax authority (e.g., FTB, EDD, CDTFA, BOE, County Board of Supervisors, Assessor), administrative tribunal or court.
    • A statement as to whether the author has or has had a direct professional, personal or financial interest in the issue addressed in the article.
