DECONSTRUCTING THE NOVEMBER 2024 BALLOT: AN EXAMINATION OF THE STATEWIDE PROPOSITIONS

This November, voters will decide the fate of ten propositions dealing with:
- Bonds for the construction and modernization of public education facilities.
- Same-sex marriage.
- Bonds for environmental, energy, and water projects.
- Voter approval requirements for local bond measures that fund housing projects and public infrastructure.
- Involuntary servitude for incarcerated persons as punishment for a crime.
- An increase to California’s minimum wage.
- The right of cities and counties to maintain, enact, or expand residential rent-control ordinances.
- Required spending by certain health care providers of revenues from federal discount prescription drug program.
- A permanent tax on managed care organizations, requiring revenues to be used only for specified Medi-Cal services.
- Allowance of felony charges and increased sentences for certain drug and theft crimes.
Several significant ballot measures were also withdrawn by their proponents as a result of deals made with the Legislature and one was removed from the ballot by the California Supreme Court.
