Spotlight on FLEXCOM Leadership

Jill McInerney serves as Treasurer of the California Lawyers Association Family Law Executive Committee (FLEXCOM), helping steward the Section’s resources so FLEXCOM can continue delivering high-impact education and policy work for family law practitioners across the state.
She has served on FLEXCOM since September 2022, and in addition to her officer role, Jill chairs the Affirmative Legislation Sub-Committee, where she is actively drafting new bills for consideration statewide. Through this work, and her broader legislative engagement on the Juvenile Dependency Standing Committee, she also reviews and provides input on dependency legislation, bringing a practice-grounded lens to policy development.
Jill is a Child Welfare Law Specialist and founder of McInerney Family Law, representing parents, children, and family members in juvenile dependency, guardianship, and family law custody and domestic violence matters throughout the Bay Area. Her practice focuses on complex child abuse and neglect issues, including cases involving substance use, mental health impairments, family and intimate partner violence, sexual abuse, and developmental or medical conditions impacting parenting.
Jill has served as the Dependency Representation Program Manager at the Bar Association of San Francisco, overseeing the court-appointed dependency attorney program and partnering with the San Francisco Superior Court to refine local protocols and advance best practices in representation and child welfare systems. Earlier, she spent the first 15 years of her career as a court-appointed attorney representing parents and children in San Francisco Dependency Court.
Jill also contributes to the profession through education and writing, including cross-training lawyers across practice areas, and serving as an update author for CEB’s California Dependency Practice Book (De Facto Parents chapter).
Through her combined work in legislative development, mentorship, education, and scholarly contributions, Jill advances the Family Law Section’s mission to enhance the practice of family law and elevate the standards of the profession by participating in the legislative process, mentoring new practitioners, issuing scholarly publications, and providing legal education across a variety of platforms.
