Spotlight on FLEXCOM Leadership
Chair of Chairs Becky R. Diel and Legislation Chair Shanon Quinley, CFLS
The California Lawyers Association Family Law Section (FLEXCOM) is powered by leaders who bring both vision and dedication to advancing family law statewide. This month, we highlight two such leaders, Becky R. Diel and Shanon Quinley, CFLS, whose work is shaping both the future of committee structure and reach and statewide policy.
Becky R. Diel, Chair of Chairs

Becky R. Diel is a partner at McKinley, Conger, Jolley & Galarneau, LLP, serving Stockton, the Central Valley, and Northern California. With over a decade of experience in family and civil litigation involving domestic relations issues, including Marvin actions.
Becky has long been a leader in her local legal community. She served as President of the San Joaquin County Bar Association in 2024, reflecting her deep commitment to service and access to justice.
Since joining FLEXCOM in Fall 2024, Becky has embraced the opportunity to represent Stockton and the North Central Valley at the state level. She was especially inspired by FLEXCOM’s significant role in evaluating and shaping legislative proposals affecting the Family Code and related areas. Seeing the potential to influence systemic change beyond individual cases sparked her passion for statewide policy work.
Today, Becky serves as FLEXCOM’s Chair of Chairs, a pivotal role in our new standing committee model. She is working closely with our new subject-matter committees to ensure a coordinated, forward-looking approach to policy development, legislative review, and thought leadership within the Family Law Section. Her focus is on fostering committees that function as a statewide think-tank and elevate practitioner expertise.

Shanon Quinley, CFLS, Legislation Chair

Shanon Quinley serves as FLEXCOM’s Legislation Chair, a role that sits at the heart of the Section’s statewide policy impact. Shanon is now an instructor of Business Law and Paralegal Studies at Pasadena City College, following years of managing her own family law litigation practice in Pasadena. Her blend of practical courtroom experience and academic expertise gives her a nuanced perspective on how legislative changes affect families, litigants, and daily practice.
This year alone, Shanon and the Legislation Committee reviewed more than 3,000 bills, ensuring that the family law community has a strong, informed voice in statewide policy. Under her leadership, FLEXCOM proposed an amendment to Family Code section 2040, which was passed earlier this year. She continues to shape proposals that impact practitioners statewide. You will be able to find the new language under Section 2040 on Judicial Council approved Summons Form in 2027.
As Legislative Chair, Shanon is also responsible for coordinating and releasing FLEXCOM Opinions, which provide the Section’s official position on key legislative issues. Her committee’s work is central to ensuring clarity, transparency, and practitioner-driven insight throughout the legislative process.
Members can expect to hear even more from Shanon as she co-hosts Legislative Lens, FLEXCOM’s new lunchtime, live-format series dedicated to upcoming legislation, policy trends, and behind-the-scenes updates on FLEXCOM’s statewide initiatives, including the process and responses to the State Bar’s proposed amendments to Rule of Professional Conduct 7.3.
