Interested in the practice of environmental law? Running into environmental issues in another area of law? This “CPUC 101” webinar is part of a free series covering key practice areas within the environmental legal field. Participants will receive a general overview of the CPUC Rules of Practice and Procedure, the structure of a typical proceeding, and different types of proceedings and parties. This webinar will help make the CPUC’s processes more transparent and less intimidating, teach the basics of how to become an active participant in matters before the CPUC, and give you a jump start on how to litigate and advocate effectively at the CPUC.

Peter Allen has extensive experience in California utility regulatory law. From 1991 to 1992 he represented the City of San Diego and its residents in energy and telecommunications proceedings before the California Public Utilities Commission (CPUC). From 1992 to 1995, he worked for the utility consumer group TURN, representing residential and small business customers in gas, electric and telecommunications proceedings at the CPUC.
In 1998, Allen went to work for the CPUC, first as an attorney and then later as an Administrative Law Judge (ALJ) and again as an attorney. As an attorney he did both advocacy and advisory work on a wide range of issues. As an ALJ, Allen presided over a range of high-profile energy proceedings, including allocation of $30 billion of energy crisis electricity contract costs, implementation of the Renewables Portfolio Standard (RPS), retirement of the Diablo Canyon nuclear power plant, and the second bankruptcy of Pacific Gas & Electric Company.
Allen retired from the CPUC in 2022, and has subsequently been working with a non-profit providing training to Southern California Tribes on how to litigate at the CPUC.
