The continued expansion of cannabis legalization presents new challenges to workers compensation practitioners and opportunities for attorneys within an entirely new and bourgeoning industry.

Dean Rocco is a pragmatic, results-oriented attorney who advises employers on transactional matters, compliance, workforce management, and risk mitigation. He maintains a substantial employment litigation practice defending claims involving discrimination, harassment, disability and leave laws, wage-and-hour disputes, and class actions. Dean also designs award-winning e-learning programs, including state-mandated harassment prevention training, and served on the firm’s COVID-19 Task Force.
As chair of the firm’s national Cannabis Law Practice, Dean helps clients inside and outside the cannabis industry navigate licensing, regulatory compliance, corporate governance, commercial transactions, and disputes. He also guides employers on the employment-law impacts of cannabis legalization, including testing, accommodation, and workplace safety concerns.
Widely recognized for his expertise—including ranking in Chambers USA—Dean is frequently invited by media, business organizations, and professional associations to speak on emerging legal issues ranging from employment law to cannabis regulation and accessibility compliance. He also has extensive experience defending clients against discrimination and accessibility claims under the ADA, the Unruh Civil Rights Act, and related laws.

Cameron Ward is the Senior Vice President of Business Development at CannGen Insurance Services, the leading managing general underwriter (MGU) serving the cannabis and hemp industries. He leads national growth strategy, broker and carrier relationships, and product development across cultivation, manufacturing, distribution, and retail sectors.
Cameron also oversees Workers’ Compensation placement nationwide, providing comprehensive coverage solutions for operators from seed to sale. With deep expertise in insurance and risk management, he’s recognized as a trusted partner and forward-thinking leader committed to advancing product offerings within the cannabis insurance space.

Tiffany Boyland received her Bachelor of Arts in Political Science from the University of Missouri, Columbia and earned her Juris Doctor from the University of Missouri, Columbia School of Law in 2004, where she was named to the Dean’s List. Ms. Boyland was admitted to the State Bar of California in2005.Ms. Boyland has over 20 years of experience representing self-insured employers, third-party administrators ,and corporations in workers’ compensation defense. She has held leadership roles at several prominent firms, including Managing Attorney and Managing Partner. While in these roles, Ms. Boyland oversaw litigation strategy, and trained and supervised attorneys, while maintaining a heavy caseload of complex claims. Her background includes a balance of swift claim closure and aggressive defense of claims including high-exposure claims across California.
Ms. Boyland joined CW Law in2025 as a Senior Associate Attorney. Her leadership experience, trial expertise, and focus on client collaboration makes her an excellent addition to the CW Law team. Additionally, she is the current Board Representative for the Workers’ Compensation Section of the California Lawyers’ Association.
In her free time, Tiffany enjoys kayaking, reading and relaxing with her friends and furbabies.

Judge Sharon Velzy is the Presiding Worker’s Compensation Judge for the State of California in Van Nuys. She served as a Workers’ Compensation Judge for 10 years before becoming the Presiding Judge. Judge Velzy attended college in San Diego where she graduated Summa Cum Laude. She began her legal career as a criminal defense attorney and worked on The Innocence Project before becoming an attorney for the State of California handling workers’ compensation cases. During her career, Judge Velzy has been a guest lecturer and has organized numerous statewide education programs. She is currently serving as an officer on the Executive Committee of the Workers’ Compensation Section of the California Lawyers Association and is the Chair of the Education Committee. She is a member of the Conference of California Workers’ Compensation Judges where she previously served on the board as Treasurer. Judge Velzy is a past recipient of The State Bar of California Wiley W. Manuel Award honoring her pro bono work.
