Member Spotlight: Alanna Lungren

Alanna is admitted to the state Bar of California, and to the U.S. District Courts for the Eastern and Central Districts of California, She received her JD from the University of the Pacific, McGeorge School of Law, in 2009, where she served on the Law Review and in the Anthony M. Kennedy Inn of Court. She is also a 2004 graduate of Notre Dame.
Ms. Lungren is an environmental attorney and Principal at Hartman King PC. She represents clients from a wide range of business sectors including commercial and agricultural landowners, professional fiduciaries, retailers, the auto industry, produce and transportation companies, manufacturers and energy and petroleum facilities. In addition to providing compliance advice, Ms. Lungren defends clients in administrative, state, and federal court proceedings related to hazardous substances, hazardous waste, water quality, and air emissions laws. As environmental counsel in transactional matters, Ms. Lungren advises clients on environmental risks and liabilities associated with acquiring or merging businesses, including environmental due diligence, negotiating deal terms, and mitigating potential environmental liabilities. Ms. Lungren advises clients in contaminated property transactions, providing strategic guidance in site investigations and the environmental remediation of contaminated urban and agricultural properties.
Ms. Lungren also has specialized experience advising clients on weights and measures law compliance and representing clients in enforcement defense actions. From a client’s conceptual slide deck, to obtaining necessary regulatory certifications, Ms. Lungren leads clients through complex weights and measures regulations resulting in successful launching of innovative technology products in the national and international marketplace.
Ms. Lungren regularly advises: clients regarding California Air Resources Board (CARB) matters, including refrigerant management compliance, registration, and annual reporting requirements; and Fortune 500 companies regarding weights and measures law compliance and helps innovative technology teams launch compliant new products in the national marketplace. She has also: defended a California produce and transportation company in an enforcement action, challenging allegations of violations of Air Resources Control Board Truck and Bus Regulation, and related laws; she advised and defended a household and office product company against allegations of violations of pesticide and labeling laws under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA); she represented a California oil and regulated waste facility, mounting a complex administrative challenge to Department of Toxic Substances Control Violation Score Procedure (VSP) matter involving client’s hazardous waste facility permit; she defended a hazardous waste facility owner/operator against attorney general civil enforcement action alleging hazardous waste violations.
