Four Members Appointed to the Public Law Section Executive Committe

The Public Law Section Executive Committee is pleased to announce that four new members began their terms after the State Bar Annual Meeting in September 2016. The new members are Carmen F. Gibbs, Kathleen Kane, Holly Rickett, and Chris Whitman.

Executive Committee members serve three-year terms, and oversee the Public Law Section’s on-going efforts to provide valuable conferences, webinars, and other resources and opportunities for Section members. Applications for terms beginning next Fall are due by January 27, 2017. Carmen Franklin Gibbs is staff counsel at the California Department of Community Services and Development. Ms. Gibbs develops contracts, advises the Department on its policies and procedures, addresses whistleblower complaints, Public Records Act requests, and other privacy issues. Carmen has a Juris Doctor degree from the University of San Francisco School of Law. During law school, she served as the co-chair of the Public Interest Law Foundation and interned for the Alameda County Superior Court’s legal research department. She received a Bachelor of Arts degree in Political Science from California State Polytechnic University, Pomona.

Kathleen Kane is the City Attorney for the City of Burlingame. She was previously the City Attorney for the City of East Palo Alto and the Interim City Attorney for the City of Belmont, and has served as Deputy City/Town Attorney and Deputy Counsel for a variety of local agencies. Ms. Kane previously served in the Administrative Office of the Courts for the State of North Carolina, the Civil Division of the U.S. Department of Justice, and as a judicial law clerk to the Honorable Fortunato Benavides of the U.S. Court of Appeals for the Fifth District. Ms. Kane is a graduate of Stanford University and Stanford Law School.
