Legislative Update

INTRODUCTION

Harry S. Truman’s Secretary of State, Dean Acheson once said, "[n]egotiation in the classic diplomatic sense assumes parties more anxious to agree than to disagree." Since my last report, Governor Jerry Brown and the Legislative Democrats reached agreement on California’s Fiscal Year 2015-2016 budget. Apparently consistent with Mr. Acheson’s assumption, one could conclude that Governor Brown and the Democrats were anxious to strike a deal. As Governor Brown said at a news conference, "[v]ery happy to report that after some strenuous negotiations, that we reached a sound agreement on the budget."

The budget deal called for a $115 billion general spending plan—$2 billion more than the plan that the Governor had advanced earlier this year.
