Legislation Update

By Kenneth J. Price*

The last day to introduce bills was February 21st, 2014, and the State Legislature has been very busy. There have been approximately 2,700 bills introduced in the Assembly and 600 bills introduced in the Senate in 2014.

WATER

Our historic drought has made water the hot topic this legislative cycle. The Governor has announced that he is providing funding for drinking water, food, housing and assistance for water-conserving technologies, and is calling for "serious groundwater management" in his State of the State address. There are already eleven water bond bills (although three are spot bills) that total over $57.102 billion in funding for storage, water quality, local resource development, and Delta sustainability, to name a few. Although not every one of these bills is going to be successful, it appears that there will be money available to public agencies for various water projects and studies.
