Tom Phinney is a partner with Parkinson Phinney in Sacramento practicing bankruptcy law and commercial litigation. He is a Business Bankruptcy Specialist certified by the American Board of Certification. He is currently the Vice Chair of Legislation for the Executive Committee of the Business Law Section of the State Bar, and Vice President of the California Bankruptcy Forum.
