Regulate or Be Regulated: The Impact of Landmark Groundwater Legislation on Local Agencies*

Kenneth J. Price is a shareholder with Baker Manock & Jensen, PC in Fresno, where he chairs the firm’s Public Agency Practice Group. It is an understatement to say that California is in the midst of a historic drought. According to the National Climatic Data Center, 2014 will go down as the warmest on record and will rank among the driest.1 Over one-half of the state is experiencing "exceptional drought conditions"—the most extreme drought classification.2
