2018 Legislative Health Care Update

Carol D. Scott and Long X. Do

Carol D. Scott is the founding partner of the Law Offices of Carol D. Scott, a boutique law firm specializing in health care law and business law. Her practice focuses on advising various types of health care providers and other members of the industry on business, regulatory, transactional, fraud, and abuse issues; billing and reimbursement, HIPAA, security and privacy issues; contracts, sales, and acquisitions; as well as licensing, accreditation, and bioethics issues. She is Co-Vice Chair of Legislation for the Health Law Committee of the State Bar of California and is also the chair of the Beverly Hills Bar Association Health Law Committee. She is a longstanding member of the Children’s Hospital Los Angeles Bioethics Resource Committee; and of the Women’s Political Committee, which endorses and funds women candidates seeking elected office.

Long X. Do is a partner at Athene Law, LLP, a boutique San Francisco law firm specializing in the representation of individual and institutional health care providers. He previously served for over a decade as Legal Counsel and Director of Litigation for the California Medical Association, one of the nation’s oldest and largest physician organizations. Mr. Do has represented provider interests before all levels of state courts, federal courts, regulatory agencies, and the State legislature.

In the last legislative term of Governor Brown’s administration, the California Legislature passed, and the Governor signed, a number of significant healthcare bills that address access to care, increased consumer protections for health insurance plans sold in California, the state’s opioid epidemic, drug co-payments and pricing, and the efficiency of the market and transparency of health care costs. A few of the most significant bills are discussed below.
