Public Law Journal: WINTER 2023, VOLUME 45, NUMBERS 2-3

EDITOR’S MESSAGE

It is with great pleasure and humility that I assume the role of editor of the Public Law Journal and present to you, our readers, this issue. Creating the Journal is a group effort, and we greatly appreciate the contributions of our article authors, editors, volunteers, staff, and publisher, each of whom provides a unique and valuable perspective. All of our contributors share in the success of the Journal.

The Journal primarily focuses on legal issues that practitioners of public law encounter in their day-to-day work of advising and advocating for public entities, as well as less common legal issues that are particularly challenging or complex. The topics we cover include: administrative law, cannabis regulation, government contracts, civil rights, constitutional law, education, elections, employment, public finance, labor, land use, open meetings, taxes, etc. While this may seem like a rather broad array of topics, it is consistent with the practice of public law, as local governments, public entities, and special districts provide a wide variety of critically important services in our communities.

As part of its mission to educate our readers, the Journal also provides a forum for the exchange of information and ideas regarding current issues in public law. We publish full-length articles, summaries of recent cases, interviews of public law practitioners, CLE self-study content, information regarding conferences, and much more. We also strive to share a wide variety of perspectives from the diverse group of practitioners of public law in California. Accordingly, we welcome you to submit your articles for publication to the Journal, especially articles that wrestle with and shed light on the thorny, real-world problems that frequently arise in this practice area. Doing so will not only expand our readers’ understanding of the practice of public law, but will give you an opportunity to share your expertise and experience.
