Cannabis licensing in CA is highly regulated and somewhat unique. This presentation is designed to provide a roadmap for attorneys working in the cannabis space to better understand the context of what due process is provided by CCAP and the procedural requirements before an appeal can be filed with CCAP.

Christopher Phillips serves as the Chief Counsel for the Cannabis Control Appeals Panel. Prior to this role, he was a senior litigation attorney at the California Public Employees Retirement System. He was previously a solo practitioner at Phillips Law and an associate attorney at Bowman & Associates in Sacramento. Mr. Phillips received his JD from the University of the Pacific, McGeorge School of Law and a BS in Exercise and Sport Science at Texas Tech University while playing baseball for the Red Raiders. He grew up in Sonoma, CA and has lived in Sacramento for the last 20 years.
Sarah M. Smith has a dozen years’ experience advising California’s quasi-judicial appellate boards. She launched her career in California government in 2012 as an Attorney for the Alcoholic Beverage Control Appeals Board, and has served as Senior Staff Attorney for Cannabis Control Appeals Panel since 2019. Before that, she served a two-year clerkship at the U.S. Bankruptcy Court, District of Arizona, in Phoenix. She is a 2010 graduate of the University of Arizona Rogers College of Law, where she was Senior Managing Editor of the Arizona Law Review.
