Whether you are new to the taxation practice area or looking to brush up on the basics, this online conference covers the fundamentals. Topics include how to navigate the discharge of tax liabilities in bankruptcy, surviving federal tax practice and procedure in a pandemic, and the ethics of tax practice.

12:00 p.m. – 1:00 p.m. | The Rapidly Changing Tides:  How to Navigate the Discharge of Tax Liabilities in Bankruptcy

This is a “how-to” program essential to all tax attorneys who want to advise their clients on tax collection options and strategies.  It will cover the legal requirements that must be satisfied in order to discharge taxes in bankruptcy.  In particular, the program will focus on the numerous recent court decisions that have created new and additional “hazards” that must be navigated to discharge taxes in bankruptcy.

Speaker: Basil Boutris

1:05 p.m. – 2:05 p.m. | Surviving Federal Tax Practice and Procedure in a Pandemic

This presentation will provide a broad overview of federal tax controversy covering tax litigation and administrative practice with a focus on pandemic issues, strategies, and practical tips.  The speakers will share advice from real world experiences that will be useful even when (hopefully) masks are no longer required.

2:10 p.m. – 3:10 p.m. | The Ethics of Tax Practice

“The Ethics of Tax Practice” provides a basic summary of the legal ethical rules applicable to tax lawyers.  The presentation runs the gamut from the various rules of professional conduct and code of ethics prescribed by a variety of agencies, including the California Business and Professions Code, State Bar of California Rules of Professional Conduct, Circular 230, Tax Court Rules, the California Board of Accountancy and AICPA Code of Professional Conduct. Application of these rules are illustrated through case law, focusing specifically on the ethics of the practicing tax lawyer.

Adria Price

Adria Price is an attorney with Price & Associates, LLC based out of Santa Claus, Indiana and focuses her practice in the areas of tax planning and controversy. Ms. Price is a recognized expert witness on the subject of the tax treatment of welfare benefit and defined benefit plans. Ms. Price received her undergraduate degree from the University of Kentucky, magna cum laude, where she was awarded membership into the Golden Key National Honor Society and Phi Beta Kappa. Ms. Price received her law degree from the University of Kansas in 1998 and received her LL.M. in Taxation with honors from Golden Gate University School of Law in San Francisco, California in 2004.

Basil Boutris

Mr. Boutris is a principal with the law firm of Vaught & Boutris LLP with offices in Oakland and Walnut Creek. Mr. Boutris is a Specialist in Taxation Law with the State Bar of California, Board of Legal Specialization. His practice emphasizes tax, tax-related bankruptcy matters and estate planning and related litigation. Mr. Boutris represents individuals and businesses with tax controversy matters before all federal and state taxing authorities. He also does extensive tax, bankruptcy and estate planning for his clients to minimize income and estate taxes, protect assets and discharge tax liabilities. In 1980, Mr. Boutris received a double B.A. degree with highest honors from the University of California, Berkeley. In 1985, Mr. Boutris received a joint J.D./M.B.A. degree from U.C. Berkeley’s Boalt Hall School of Law and the Haas School of Business Management. Mr. Boutris was formerly a member of the Executive Committee of the State Bar of California Tax Section (1996 to 2000) and two-time former Chair of the Santa Clara County Bar Association Tax Section. Mr. Boutris previously chaired the Alameda County Bankruptcy Law Section. Mr. Boutris writes and lectures extensively. Since 2004 Mr. Boutris has taught taxation classes as an adjunct professor in the LLM Program at Golden Gate University. He has published articles in The California Tax Lawyer, Continuing Education of the Bar publications and other prestigious legal journals. Mr. Boutris has been selected as a “Super Lawyer” in tax law in Northern California for the past sixteen consecutive years.

Jacqueline D. Yu

Jacqueline D. Yu offers a breadth of significant experience as an advanced estate, tax, and business succession planning and administration attorney representing high net worth individuals, families and business owners in both domestic and international matters. Her expertise in estate and tax planning, business transactions and probate and trust administration, includes structuring trusts using asset value discounting and estate freezing techniques, providing asset protection through multi-layer entity structures, creating social impact legacies through charitable vehicles, business succession planning through transfers of minority interests in family limited partnerships and limited liability companies and buy-sell agreements, administering complicated estates, and serving as a trusted advisor to families and fiduciaries.

Matt Carlson

Matt Carlson concentrates in tax. He has over 10 years of tax controversy experience, and was previously an attorney for the Office of Chief Counsel, IRS, where he represented the IRS in federal tax and bankruptcy proceedings. He has litigated many cases in the United States Tax Court, both on behalf of the IRS and taxpayers, including taking dozens of cases through full trial and briefing. Matt also has substantial experience litigating tax cases in other forums, including the U.S. Bankruptcy Court, U.S. District Court, California Superior Court (both criminal and civil tax proceedings), as well as state and federal appellate courts. Matt has broad administrative practice experience as well, including representation in tax examinations, appeals, criminal tax investigations, trust fund recovery penalty investigations, IRS Office of Professional Responsibility proceedings, tax preparer and promotor investigations, innocent spouse relief cases, refund claims, penalty abatement, complex collection defense, offers in compromise, installment agreements, and many other procedural matters.

Rami Mitri Khoury

Rami Mitri Khoury, Associate Attorney at the Law Offices of A. Lavar Taylor, graduated with his Juris Doctor from the University of California, Davis School of Law in May 2018. Rami also holds a Bachelor of Arts degree in Psychology and a minor in Business Administration from the University of California, Riverside. He is admitted to practice law in California and is a member of the California State Bar. Rami’s practice focuses on representing both individuals and business in court and before the various taxing agencies, such as the Internal Revenue Service, Franchise Tax Board, Employment Development Department, and California Department of Taxation and Fee Administration. Rami is also active in the local tax community. He is currently serving as the co-chair of the Orange County California Lawyers Association Young Tax Lawyers, and is a member of the California Lawyers Association Tax Procedure and Litigation Committee. Prior to joining the Law Offices of A. Lavar Taylor, Rami worked at Ernst & Young, LLP, where he managed numerous corporate and partnership taxation engagements. Rami also handled tax controversy cases for low-income taxpayers on a pro bono basis, as a volunteer at the BOE Tax Appeals Assistance Program.
