Agribusiness Committee 2019 Annual Legislative Review Recap

On October 18, 2019, the Agribusiness Committee of the California Lawyers Association Business Law Section traveled to the New Car Dealer’s Association Showroom in Sacramento, California.

Ms. Dee Dee D’Adamo from the State Water Resources Control Board (SWRCB) kicked off the discussion where she discussed the SWRCB’s administration of water rights. She also touched on the California Water Fix and the phase in of new standards for operation regarding Delta Smelt and water flow guidelines. She encouraged the group to be involved and meet with the SWRCB staff directly to assist the SWRCB in making its decisions.

The attendees were next introduced to Mr. Jim Houston from the California Farm Bureau Federation. Mr. Houston gave on update on several bills that were either passed or vetoed, and discussed new legislation related to hemp production and pesticide use.

Mr. Dennis Albiani of California Advocates led a discussion about regulations regarding pesticide use and food packaging. Then, Ms. Carol Monahan Cummings, General Counsel of the California Office of Environmental Health Hazard Assessment (OEHHA) conversed with the group about Proposition 65 and the new chemical warning label requirements.

After the morning session of speakers, the attendees were served a delicious lunch while listening to more interesting presentations. Mr. John Hewitt of Grocery Manufacturers Association led a discussion on new trends related to single use packaging and the incorporation of recycled material into food packaging.  Mr. Ben Carrier from the Air Resources Board finished the day’s discussion by shedding some light on new emission goals and plans for reaching carbon neutrality. He also advised on grants and programs that the Air Resources Board offers.

Overall, the very knowledgeable, experienced and insightful speakers made this 2019 Annual Legislative Review a remarkable educational event! The Committee thanks Dennis Albiani for all his hard work in putting on this successful event!
