Welcome to the “new” International Law Section under the “new” umbrella of the California Lawyers’ Association (CLA). If you have not heard the “news”, effective January 1, 2018, the Sections of the State Bar of California have formed CLA in which the International Section and the California Young Lawyers Association join 15 other Sections. The Section Leadership is renewing the ILS Newsletter to outreach to ILS members and Section friends and invites your contribution on cross-border and international news of interest to ILS members [see below]. Join ILS members at some upcoming wonderful “diplomatic” and networking events, including the ILS Chinese New Year Dinner [see below], a ‘save the date’ for the CLA Annual Conference in San Diego (September 2018), the Warren Christopher Award reception (September 2018; date: TBD), and invitations to ILS member events with visiting foreign bar delegations.
As part of our commitment to public understanding and legal education, our Programs Committee is planning webinars on timely issues on law, politics and policy, including immigration – a legal specialty housed in the International Law Section, and joint programs with the CLA Business Section and others. We are also pleased to share with all ILS members the CLA Lexology Newsstand that will be tailored to international issues and is a perk that more than half of CLA Sections offer their members [see below]. Our new platform is one of engaging our members and gaining their active participation, as well as transparency, and communication. Do you have an idea for ILS? The International Law Section, together with the San Diego Diplomacy Council and the Procopio Law Firm, hosted a reception in San Diego for 20 Mexican law professors and lawyers last November. The Mexican delegation was visiting San Diego to discuss and observe best practices in legal education in the U.S. in order to assist with the Mexican transition from closed, written judicial proceedings to an oral trial system. ILS Executive Committee Member and Foreign Bar Relations Co-Chair Richard Bainter organized this event with over 30 lawyers, judges, and law professors from San Diego who had an opportunity to meet, network and exchange information with the visitors.

Senate Bill 766 (SB 766) authorizes out-of-state and foreign attorneys to represent parties in international commercial arbitrations held in California. Professor Robert Lutz of Southwestern Law School, who is a former ILS Chair and Warren M. Christopher International Lawyer of the Year Recipient, reports that the bill has passed the State Senate, and now must pass the State Assembly, particularly the Judiciary Committee, and that endorsements for the bill should be addressed to Senator William Monning’s office. Of note, at their meeting on February 15, 2018, the CLA ILS Executive Committee unanimously passed a motion to support this legislation.
